Care Dorset is an independent company that is wholly owned by Dorset Council, this is known as a Local Authority Trading Company.

Meet the Care Dorset Non-Executive Team

Chair of the Board of Directors

Caroline Tapster

Caroline has been appointed as Chair of the Board of Directors, having spent over thirty years working in Health and Social Care, before retiring from full time work ten years ago as Chief Executive of Hertfordshire County Council. Since then, she has been a Non-Executive Director for the Disclosure and Barring service at the Home Office, a trustee for the Terence Higgins Trust. She is currently a Non-Executive Director for University Hospitals Dorset NHS Foundation Trust where she is the Senior Independent Director and chairs the Quality Committee.

Chris Brophy

Chris Brophy is a newly appointed Non-Executive Director of the Care Dorset board. Chris is a solicitor with over 30 years’ experience of being a commercial lawyer. He worked for 24 years with CapSticks, a specialist health and care law firm advising public and private sector clients on a range of corporate, contract and advisory matters. Chris is a co-founder of Resolving Together, which is a legal business consultancy advising social enterprises, voluntary organisations, charities and other health and care organisations.
Non-Executive Director

Andrew Billany

Andrew works as Corporate Director of Housing and Community Safety for Dorset Council and has been in this role since October 2020. He comes to Care Dorset with a wealth of leadership experience across the housing, local authority and voluntary sector worlds – and with a strong non-executive/board track record. He is Chair of the Board at Soho Housing Association and is into his final tenth year as a trustee of the Social Justice charity, Nacro. His work has included roles such as Director of Housing and Public Protection at Newham and Managing Director of Homes for Haringey. He has also been Chief Executive of two Housing organisations in Slough and North London and a UK-wide charity working in the refugee and modern slavery fields. His first Chief Executive role was for Hornsey Housing Trust in North London, and spent seven years building up a diverse range of supported housing and care services, including a ground breaking multi-cultural extra care scheme. Spending more than half his career on the ‘provider side’ has helped him in his later local authority career, understanding how to enable and support others to deliver the priorities of a Council and its people.

Nicola Rowland

Nikki Rowland is a Fellow of the Association of Chartered Certified Accountants (ACCA) and joined the NHS in 2003, after leaving her previous role as a Company Accountant in a Car Dealership and took on the role of Chief Finance Officer of the Dorset Clinical Commissioning Group in January 2020, following successful promotion from her previous role as the Deputy CFO. Nikki will be leaving the NHS at the end of August 2022. Nikki is taking a career break to focus on non-executive roles that can make good use of the skills and experience she has to offer.

Chris Best

Chris Best is the Interim Managing Director. He has worked in the HR field for over 18 years and worked in social care organisations for 11 of these. Chris has significant experience of transfers, organisational change and development. Chris is passionate about making a positive difference in the lives of the people we support and our colleagues, ensuring the organisation and people are the best they can be.

Paul Oliver

Paul Oliver is the interim Finance Director for Care Dorset. Paul is an accountant by profession but has worked in a range of industries, including, banking, manufacturing, retails, telecommunications, consulting and most recently, social care. Paul spent most of his career with BT, where he was a senior executive in a range of areas inside and outside finance, customer service, engineering, marketing, and strategy.
